President Basescu Asks EC To Back Projects Linking Romanian, Moldovan Infrastructure
Romania continues its campaign to help the Moldovan Government in its road to European Integration. According to Mediafax, Romanian President Traian Basescu said Thursday that he asked the European Commission to back three projects aiming to connect Romania’s infrastructure (energy, gas and railway infrastructures) to that of the Republic of Moldova.
"I raised the issue of the Republic of Moldova, as Romania is of the opinion that Moldova should be granted a European perspective," Basescu said.

Hungary holds sad record in suicide rates
According to recent OECD figures, Hungary and South Korea have the highest suicide rate among the world's developed nations, reports EUobserver.com.It is in Hungary out of all the EU countries, that people are the most likely to take their own lives: out of every 100,000 inhabitants, 21 kill themselves. It is just a fraction less than in South Korea on 21.5.
There is cause for optimism in the long term that Hungary will one day cease to be Europe's suicide capital. In the 19 years after the fall of the Communist regime, 15,000 fewer Hungarians killed themselves than in the 19 years before reports EUobserver.com.

We, a group of European youngsters, representing Estonia, France, Greece, Lithuania, Malta, Romania Slovakia and Slovenia who participated in the youth exchange “Youth for Nature“ financed by the European Commission through the Youth in Action Programme have discussed between 20th and 28th of March 2010 in Sacelu, Gorj, Romania, about the impact of human activities on environment and adopted this Declaration on Environment.
This statement comes in a time of international economic crises to underline that even in this period, the environmental objectives should not be abandoned and the degradation of the environmental standards should remain a concern for the political and public agenda.
Reducing the risks that lead to environmental degradation is a major concern for the young generation and it needs to be addressed consequently by the owners of the public decision, the public authorities.
In order to reduce the human negative impact on environment the young participants of the project “Youth for Nature“ recommends the following measures in the field of:
1. Education
a) Introduction in primary school a subject called “Environment protectionâ€;
b) The training of the teachers on environmental issues – teachers act as promoters and facilitators for future that is why they need to be trained accordingly. People start the education in childhood that is why, the persons that contribute to their education should inspire knowledge and respect for the environment;
d) The change of habits (support for the companies that reduce the amount of the raw materials they consume; programmes to stimulate the use bicycles and public transport instead of cars, the usage of the textile bags instead of plastic bags, campaigns to promote environmentally friendly behavior etc.);

Council of Europe publishes report on minority languages in Hungary
Strasbourg, 11.03.2010 - The Council of Europe Committee of Ministers has made public the fourth report on the situation of regional or minority languages in Hungary.On the basis of this report, the Council of Europe calls on Hungary to develop a structured long-term policy in the field of minority language protection. In particular, it asks the Hungarian authorities to actively promote the establishment of further bilingual schools at all stages of education and to improve further the financial situation of minority language education.
This report has been drawn up by a committee of independent experts which monitors the application of the European Charter for Regional or Minority Languages.
Further to the report, the Committee of Ministers has adopted a series of recommendations addressed to Hungary. These include inter alia the improvement of the offer of minority language programmes on television.
In Hungary, 14 regional or minority languages are protected under the Charter: Armenian, Beás, Bulgarian, Croatian, German, Greek, Polish, Romany, Romanian, Ruthenian, Serbian, Slovak, Slovenian and Ukrainian.

Romania criticises the European Union's policy towards Moldova, and the weak response to human rights abuses arising from the recent crisis in the communist lead country.Cristian Diaconescu, the foreign minister of Romania, considers there is no room for "business as usual" with Moldova while it was infringing the EU values and so "practically breaking" the terms of its EU co-operation agreements.

Dorin Chirtoaca, General Mayor of Chisinau: Appeal against violence and terror in Moldova
The Republic of Moldova encounters severe violations of human rights. Following the manifestations on 7th of April 2009, when the presidential and parliament buildings were seized by the protesters, the Moldovan police unleashed a wave of mass terror and intimidation against the citizens. Youth, including minors, has been particularly targeted. Journalists who did not participate in the protests were arrested along with protesters, both violent and peaceful.
The police acted in full force and have been arresting people on the street, students in high schools, universities and youth hostels, but also church attendants returning from the Easter mass. The arrest procedure is not followed through. Those apprehended, men or women, are beaten with cruelty and subjected to inhumane and degrading treatment. There are reports of torture and one death. Not all arrests have been reported. There are still parents in search of their missing children to whom access to their children’s’ whereabouts is denied.
Those released contend that the arrested are kept in dreadful conditions (15-20 people in a 10 m2 cell), beaten with brutality and compelled to sign under false statements. Spot trials are held in police premises with no or limited access to defense. The access to detention facilities is denied including to lawyers and human rights organizations. The repeated requests of the mayor of Chisinau to access the detention facilities were irrefutably turned down.
According to the police, 200 citizens remain under arrest. However, the Moldovan media compiled a list of some 800 missing people believed to be in police’s arrest. Over 50 people were hospitalized in Chisinau after having been beaten by police. There is information that in order to hide the abuses, the detained citizens are transported in other municipalities like Taraclia, Vulcanesti.
We therefore request your immediate involvement to:
• Secure the observance of human rights;
• Stop the inhuman and degrading treatment, torture in places of detention;
• Cessation of terror, the abduction of persons, threats and intimidation;
• Demand access to defence attorneys and fair trial;
• Ensure access the NGOs and media in places of detention;
• Guarantee the rights of the detent, primarily in defense;
• End the illegal arrests;
• Punish the guilty people of committing abuses and release the innocent one.

Popa Andrei – cerebral concussion, facial contusion/bruises: 18 years old, did not participate in any protest, beaten at the police station, received no food and water during 24 hours, were arrested 22 people in 12 m2 .
Roscot Denis - cerebral concussion, nasal bones fracture, facial contusion: 20 years old, student, peaceful protester, beaten at the police station, forced to sign a false statement, handcuffed to the hospital bed for one night.
Damian Hancu – torture, cerebral concussion, fracture of the arm fingers, muscle contusions/bruises: student at the Faculty of Law in Lyon, France. 23 years old, peaceful protester, did not participate in violent actions. Was held by the civilian-dressed state police, on April 7, in the center of Chisinau, as a result of discussions with Swedish journalists.
After being tortured, by the policemen during several hours, he was forced to sign a false statement - guilty for instigation and bribed by the opposition to participate in protests.
Herein you can find attached the audio/video testimony of Damian Hancu in English, the medical certificate and the request to the prosecutor.
Valeriu Boboc - dead, broken ribs as a result of strikes, a plague on the head as a result of blows with blunt objects: 23 years old, workman, married, father of a 1.5 year old child; peaceful participant at the protest.
Arrived in the Square after 5.00 p.m., when the presidential and parliament buildings were ravaged.
Killed as a result of the massive police attack on protesters in the night of 7 to April 8. According to the police - found dead in the Great National Assembly Square. Cause of death according to the certificate of death (hereof attached) - unknown toxic poisoning. Yours sincerely,

ARTICLE 19 condemns the climate of fear created by the Moldovan government, including the intimidation and censorship of dissenting voices and the media. They tried the accuse Romania that those youngsters put the flag of the EU and Romania on the top of the Parliament but those were actually representing the communist autorities. Those youngsters did not speak Romanian but Russian and it seems that all of them are bold exactly as the criminals in the jails. Then it can be asumed that those are youngsters eliberated form the jail with the purpose to vandalise.
Everithing was palnned by the communist dictature of Moldova.

Reunification with Romania and the EU membership it would bring, the solution for the Communist Republic of Moldova
The German reunification is an important topic of conversation these days in Moldova, in the run-up to parliamentary elections on April 5, opposition parties calling for closer links, or even a union, with EU member state Romania.
The historic evolution of the Romanian province of Moldova
The medieval Moldova is now half part of Romania, an important part forms the actual Republic of Moldova (Romanians call is Basarabia) and other territories are part of Ukraine.
The three Romanian medieval principalities Walachia (Muntenia), Transylvania and Moldova were first united by Michael the Brave (in Romanian Mihai Viteazul) in 1600. Because of the division of medieval states the three Romanian speaking principalities were forced to remain apart until 1 December 1918 when they united again creating the Greater Romania.
After the Second World War, USSR occupied the eastern territories of Romania, Basarabia and Northern Bucovina. Today, the largest part of Basarabia forms the Republic of Moldova, the South of Basarabia and the North of Bucovina is under Ukraine.
Today’s Modova
In the context of the parliamentary election in Moldova the population of this state with in a large majority is Romanians and Romanian speaking call for closer ties with Romania and the EU. A solution that is promoted frequently is a union of the Republic of Moldova with Romania after the German reunification model.

The International Court of Justice in The Hague ruled Tuesday in the dispute between Romania and Ukraine on maritime delimitation in the Black Sea and established a single boundary delimiting the continental shelf and exclusive economic zones of each country.
Romania’s agent with the Court, Bogdan Aurescu, said the ruling grants Romania 9700 square kilometers of exclusive economic zone, accounting for 79.34% of the disputed surface.
"The decision the Court read today recognizes Romania’s sovereign jurisdiction and sovereign rights for a continental shelf and exclusive economic zone of 9,700 square kilometers, that is 79.34% of the disputed area,†Aurescu said.
The area contains about 70 billion cubic meters of gas and 12 million tons of oil, he added.
Aurescu also said the verdict cannot be questioned.
"It’s an advantageous solution for Romania, which always pleaded for a delimitation complying with international law and, certainly, it is a fair solution that also has advantages for Ukraine," Aurescu said.
He added the ruling marks the end of a complicated dispute that lasted over four decades.
