Bragadiru–Voluntari metro line, Romania’s first large PPP project

he Bragadiru – Voluntari Main Line will have a length of 25 kilometers, 30 subway stations and a depot, being set to give the people living in Bucharest’s Rahova and Colentina neighborhoods access to the city’s subway system. Metrorex, the company managing Bucharest’s subway system, wants to lease services on this future Main Line to a private operator, Metrorex director Gheorghe Udriste stated for Money.ro.

Main Line 7 will represent a public-private partnership in which the state will offer the plots of land and the investor will finance the construction works and the acquisition of the plots of land – approximately EUR 1.25 bln. The investment will be recovered from the sale of subway tickets and from various retail and advertisement activities set to take place within the subway stations. The price of a ticket will be decided by the Main Line’s operator. Metrorex has already earmarked RON 51.6 M for the project’s pre-feasibility study and for consultancy services. According to Udriste, a tender will be organized one year from now and this could turn out to be the first great PPP project in Romania after the resounding failure of the Comarnic – Brasov Highway.

Bucharest currently has four subway Main Lines. The fifth, set to run from Raul Doamnei to Hasdeu is in the bidding stage and its constructor will be known by mid-2011. Meanwhile, subway stations Pajura and Park Bazilescu will be open to traffic this summer. They will thus extend Main Line 4. The financing of the EUR 21.9 M project came from state budget. The contract for the construction of the two subway stations was signed on August 20 last year.
